Is powdered sugar gluten free?
Depends on the product. That is what 1 publisher says about powdered sugar; their exact words are below. Packaged foods differ, so check the label of the product you buy.
What the sources tell us
The National Celiac Association answers a reader who saw recipes calling for gluten-free confectionary sugar. It says the risk with some confectionary sugars is that they may contain wheat starch or wheat flour.[3]
Its advice is to read all ingredients carefully and to use products that say gluten free on the label, since those must meet the FDA requirement of less than 20 ppm of gluten.[3]
If wheat starch appears on the label, the Gluten Intolerance Group says it could contain gluten unless it is in a product that is certified or labeled gluten-free. A labeled gluten-free food that lists wheat must also state that the wheat has been processed to meet FDA requirements for gluten-free foods.[1]
The National Celiac Association explains that wheat starch used in gluten-free products has been separated from the gluten protein and tested to below 20 ppm. Even so, it advises caution with gluten-free wheat starch and calls it a high-risk food for cross-contact.[4]
Powdered sugar also shows up in gluten-free baking. A Gluten Intolerance Group sugar cookie recipe makes its frosting from 1 to 2 cups of powdered sugar stirred with a little milk or water.[2]
